The complex topic of the scientific work of the school is Methodological and Practical Principles of the Formation of Public Policy of Risk Management in Industrial Relations and Social Processes When Constructing and Using the Real Property.
The school aims at implementing the best international practices and developing domestic scientific achievements in the area of distribution and risk management at all stages of the life cycle of the real property, including scientific analysis of the conceptual principles of the application of the FIDIC protocols and other international construction contracts.

SCIENTIFIC ACHIEVEMENTS OF THE SCHOOL
Risk management as a scientific field reflects many changes that affect the content and nature of public policy of developed democracies, has in recent years been developed in a number of foreign countries and is in demand in addressing pressing political, economic and social problems. No development of efficient government institutions, societies, and business in Ukraine is possible without a profound scientific substantiation and practical application of new models that form the public policy of risk management for industrial processes and public relations, which the field of activity of state institutions, public and private persons amass.

In our ranks, there are the initiators of transition of the construction industry to the market model of management, founders of the theory and practice of urban planning reform, theorists of energy efficiency, seismic resistance, durability, and reliability of buildings and structures. The school enrolls the young people (postgraduates), in order to maintain the continuity and development of the achievements of the older generation of scientists.
The best practices the scientific school has developed are implemented through government institutions, research institutes, and civil society organizations. The scientific and practical laboratory for approbation of the school’s achievements is the Public Union “Interstate Consultants Engineers Guild” (ICEG). ICEG occupies a leading position in applying the best international practices and theoretical scientific achievements in the field of distribution and risk management in the implementation of contractual relations in construction, mediation and dispute resolution based on Recommendations of United Nations Commission on International Trade Law, the experience of FIDIC, FEANI, MDB, and ICC. Problems, brought forward by ICEG, were one of the consolidating factors for the formation of the scientific school.
The inventions the school participants implemented resulted in introducing the self-regulation of urban development activities in Ukraine as an instrument for improving the quality of works (services) related to construction, risk management and the fight against corruption.
The scientific school vigorously carries out scientific research, educational research, scientific-organizational, methodological research, and inventive activities.
Innovative and unique in international practice is the study of solving the problems of the area that was exposed to radioactive contamination as a result of the Chernobyl disaster. The school members directly participated in the scientific substantiation to turn the “Object Shelter” of the Chernobyl NPP into an environmentally safe system, with the arrangement of vibration diagnostics of the object’s important structural units developed and implemented. There were materials of a conceptual project on the creation of the New Safe Confinement developed, with scientific and technical support provided for its design and construction. There were amendments made to certain legislative acts of Ukraine regarding the settlement of certain issues of legal status the area that was exposed to radioactive contamination as a result of the Chernobyl disaster, introduced by the Law of Ukraine No. 1472-VIII dated July 14, 2016. The aforementioned will contribute to a radical change in the approaches to the Chernobyl zone since the isolation and legal uncertainty of the area should yield to a profound scientific study with a view to gradual remediation.
The research carried out by the school contributors formed the basis for the reform of urban planning legislation, the deregulation of construction activities on the basis of risk management, the introduction of a declarative principle and the principle of tacit consent in the implementation of permitting and approving procedures applied in construction, decentralization of the system of state architectural and construction inspection, etc. The development and implementation of a set of measures for analyzing the methodology, studying and improving the legislation and implementing the reforms carried out by the experts involved made Ukraine jump in the Doing Business – 2014 ranking of the World Bank and International Finance Corporation by the Dealing with Construction Permits indicator up 145 positions: from position 183 to position 41.
The renovation of the housing stock management instruments, the formation of the housing market infrastructure, the making of an competent owner, improvement of the state policy on improvement and utilities, urban electric transport, and engineering protection of the territories during the last 5 years are carried out with the direct participation of the school contributors as workers at various positions of the public administration, as well as consultants and experts (World Bank Group projects, USAID Municipal Energy Reform Project , other projects of UNDP/GEF, REC, TWINING, DESPRO, SIDA, USAID, EU, and DANCEE). In the years 2015-2016, based on the individual scientific results of the school, 8 bills were drafted, more than 150 proposals were submitted to the draft laws of Ukraine, 12 Ukraine’s National Building Code drafts were developed, etc.
Over the past 5 years, the school has developed a number of serious scientific projects and research programs on relevant scientific areas, a significant contribution has been made to the development and implementation of international and state programs, including international educational projects on ecology and environmental protection, national and regional programs on reforming and development of construction, housing and communal services, improvements, domestic waste management, energy efficiency and municipal power economy. The school contributors have created a number of items related to intellectual property, conducted trainings, workshops and other scientific and educational events. Scientific guidance and counseling on the preparation of candidate and doctoral theses are carried out.
The school members have experience in international activities, in particular, the school roster enrolls a member of the Bureau of the UNECE Committee on Housing and Land Management (2011-2014), an expert on the national survey of the residential sector in Ukraine (2010-2014), a founder of the construction-contractual law as a discipline in the Czech Republic and a founder of a corresponding field at the Prague Law Faculty, an author of the methods of implementing FIDIC contracts, and others.
In the last 5 years, the school has trained 9 doctors of science and 25 candidates of sciences. The school members have 34 monographs, 17 textbooks, and 43 handbooks, about 330 scientific papers on the scientific direction published by leading international and domestic publishing houses. There have been 24 articles published in journals, which are referenced in Scopus, an abstract and citation database of peer-reviewed literature, and Thomson Reuters database. The school has initiated and conducted more than 30 international and national conferences. The school has participated in about 200 international and national conferences, with the scientific conference abstracts published.
