The construction industry of Ukraine masters the art of small steps on the way of its own development

The Ukrainian construction community gradually captures the experience of international organizations to improve construction activities and works to establish new forms of cooperation. The goal is development of the industry that sets the pace of development of other related industries. And the integration of the national construction industry in the European Union market is an important part of progress in this process. This requires joint efforts of government, professional community and civil society organizations, which show unanimity in the work on deepening the integration processes in practice.

As its evidence the Association of German Consultants Engineers “Verband Beratender Ingenieure” (VBI) and “Interstate Consultants Engineers Guild” (ICEG, Ukraine) held the joint expanded meeting in Kiev on February, 27.

The meeting had a high representative level. Among the key participants was Rainer Bomba, the State Secretary of the Federal Ministry of Transport and digital infrastructure, Maksym Malashkin, the State Secretary of the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine, Lev Partskhaladze, the Deputy Minister, representatives of international donor organizations, experts in the field of construction.

“Ukraine is on the path of European integration. The professional building community is proactive in this process. We are talking not only about the construction industry, but also about the entire economy of our country. The country is interested not only in attracting investment, but also in the improvement the efficiency of its usage. I mean that it is necessary to eliminate the lack of experience in concluding transparent construction contracts in accordance with the world established canons and market mechanisms for compliance monitoring “- said the Deputy Minister at the meeting. He also focused on the fact that standard forms of the International Federation of Consulting Engineers (FIDIC) are the most common recommendations on the above mentioned issues. It was noted that FIDIC standard forms are recommended for use by the overwhelming majority of the international financial institutions involved in lending to the investment projects in Ukraine.

Rainer Bomba, the State Secretary of the Federal Ministry of Transport and digital infrastructure also placed emphasis that the construction itself is the key to successful economic development. He welcomed Ukraine’s efforts to reach a whole new level of technical regulation in construction, the level of the EU member countries, that according to his words will provide investors with clear, understandable and easy in implementation rules and regulations. Rainer Bomba also informed that it was not his first visit to Ukraine. Last year’s meetings with the representatives of the Ukrainian party have established some agreements on cooperation in the context of providing expert support by the German party in reforming road, railway and sea industries. He noted that Germany was also ready to provide expert support in reforming the construction industry.

During the meeting the parties signed the  Memorandum of Cooperation between the “Verband Beratender Ingenieure” (VBI) and “Interstate Consultants Engineers Guild” (ICEG). The framework document establishes joint steps in the improvement of the construction activities.

Oleksandr Nepomnyashchyy, ICEG President, and Volker Cornelius, VBI President, called the signing of the document one of measures in implementing the systematic interaction between the professional builders of Ukraine and Germany.

“The signing of the Memorandum of cooperation is a small step on the long way of the industry development. But only by moving step by step we can achieve the goal. We are not interested in the process, but in the result. As our country more than ever needs the implementation of quality and quick solutions that will enable it to become European not geographically, but in its essence, “- said Oleksandr Nepomnyashchyy.

“There is an expression that God helps those who help themselves. I welcome the productive efforts of Ukraine to implement the extremely complex important reforms that will strengthen it. There are some results already notable today. The process of decentralization is in progress. Those powers in the architectural construction sector control were transferred to the local level, and now the local authorities together with the community can control construction on its territory themselves. It indicates to the investor exactly who he can deal with locally. So there is a small issue left – to establish legislative rules that are clear to all, including international investors. We have such experience and are ready to share,”- said Volker Cornelius.
