{"id":11266,"date":"2025-11-26T17:02:00","date_gmt":"2025-11-26T15:02:00","guid":{"rendered":"https:\/\/iceg.com.ua\/?p=11266"},"modified":"2025-12-01T12:02:55","modified_gmt":"2025-12-01T10:02:55","slug":"build-back-better-verkhovna-rada-suggests-changing-philosophy-of-urban-development-and-pricing","status":"publish","type":"post","link":"https:\/\/iceg.com.ua\/en\/news-en\/build-back-better-verkhovna-rada-suggests-changing-philosophy-of-urban-development-and-pricing\/","title":{"rendered":"\u201cBuild back better:\u201d Verkhovna Rada suggests changing philosophy of urban development and pricing"},"content":{"rendered":"<p>\u201cUkraine has to replace the \u201cpunitive\u201d regulation model in construction industry with a <strong>model stimulating quality and professional responsibility<\/strong>,\u201d said <strong>Hanna Bondar<\/strong>, People\u2019s Deputy of Ukraine, Chairperson of Subcommittee for Organization of Public Authority, Local Self-Government, Regional Development and Urban Planning at the Verkhovna Rada of Ukraine, during a professional discussion involving sectoral experts.<\/p>\n<p>She emphasized that the scale of housing and infrastructure destruction inflicted by the war required not just reconstruction but <strong>change of approaches to urban development<\/strong>. According to her, close 13.7% of the housing stock has been destroyed, and the destruction process is going on.<\/p>\n<p>A parliamentary <strong>working group<\/strong> consisting of representatives of professional community, sectoral associations and experts is already elaborating the <strong>Urban Development Code\u2019s concept. <\/strong>One of key principles should be approach embedded in international resolutions for Ukraine\u2019s recovery, which is <strong>\u201cbuild back better.\u201d<\/strong><\/p>\n<p>Ms. Bondar put an accent on a necessity to change the spiritual base of construction regulation from the \u201cspirit of fear\u201d to \u201c<strong>spirit of aspiration<\/strong>\u201d that motivates designers, architects, and engineers to deliver quality solutions.<\/p>\n<p>\u201cNice architecture cannot be made in fear. We need to form such rules that would make professionals want to do their best and not just avoid punishment,\u201d Ms. Bondar noted.<\/p>\n<p>She singled out the following critical areas:<\/p>\n<ul>\n<li>development of <strong>self-regulated organizations<\/strong>;<\/li>\n<li>protection of the <strong>architects\u2019 copyrights<\/strong> and engineers\u2019 patents;<\/li>\n<li>fair <strong>pricing in design and construction<\/strong>;<\/li>\n<li>reform of <strong>public procurement of intellectual services<\/strong>;<\/li>\n<li>introduction of <strong>professional risk insurance<\/strong>.<\/li>\n<\/ul>\n<p>Digital transformation of the industry is also in focus, in particular, <strong>obligatory implementation of BIM technologies<\/strong>.
