In Ukraine, approaches to determining the cost of construction have been updated. This primarily concerns the projects implemented with public funds or involving the sovereign credits.<\/p>\n
The Government has approved amendments to Decree No. 1512, which relate to the calculation of wage levels in construction cost estimates. Previously, these figures often did not correspond to market conditions and did not reflect the actual labor costs.<\/p>\n
Now, the wage level is determined at the project preparation stage and must not be lower than the average salary in the construction sector in the specific region for the previous year. A coefficient annually set by the Government is applied to this figure.<\/p>\n
In 2026, this coefficient will be:<\/p>\n
– 3 \u2014 if the average salary was less than UAH 13,000<\/p>\n
– 2 \u2014 if it was between UAH 13,000 and 30,000<\/p>\n
– 1.5 \u2014 if it exceeded UAH 30,000<\/p>\n
In practice, this means that the estimated salary is being brought closer to market conditions and in most cases will amount to approximately UAH 30,000\u201360,000.<\/p>\n
At the same time, the approach to payment for completed work is also changing. Remuneration will be taken into account only within the limits of the funds actually paid out. The contractor must confirm this with documents when signing the certificates of completed work.<\/p>\n
This introduces a simple rule: the amount actually paid to workers is the amount that will be included in the cost of the works. By introducing these innovations, the Government is also stepping up the fight against the shadow economy, “envelope” salaries, and is helping to fill the state budget through the payment of taxes and charges.<\/p>\n
ICEG notes that for construction clients, this means a change in the approach to project preparation. The level of labor costs is no longer a formal value, but becomes part of real financial planning and monitoring. This strengthens the requirements for the accuracy of calculations and the consistency of decisions already at the start of the project, since all subsequent payments must meet actual expenses.<\/p>\n","protected":false},"excerpt":{"rendered":"
