The Cabinet of Ministers will allocate over UAH 4.9 billion in European Investment Bank funds for the implementation of recovery projects in communities.<\/p>\n
The financing is provided under the financial agreement Ukraine Recovery Programme III (Tranche B)<\/strong> between Ukraine and the EIB. The loan under this tranche totals to EUR 100 million, and communities will receive the funds as non-refundable financial aid.<\/p>\n The main areas include restoration and modernization of water supply and wastewater systems, educational and healthcare facilities, as well as building of social housing for internally displaced persons.<\/p>\n These are no longer isolated projects. According to the government, since the beginning of the year, 125 projects in various communities have been financed under the previous tranche of the program, and the next group of projects is currently being prepared.<\/p>\n More projects \u2013 higher requirements for their implementation<\/strong><\/p>\n For communities, the expansion of recovery programs means not only availability of additional financial resources. At the same time, the number of projects is increasing, that must be properly prepared, put through procurement procedures, delivered within the set deadlines, and subjected to cost and result control.<\/p>\n This is especially true for complex infrastructure facilities, where the client, designers, contractors, supervisors, consultants, authorities, and international financial partners interact within a single process.<\/p>\n That is why the client\u2019s ability to organize the entire project implementation cycle \u2014 from quality preparation to completion of construction \u2014 becomes crucial.<\/p>\n For projects financed by international financial institutions, this also has a practical dimension. Projects under the program must pass the selection stages provided for in the financial agreement and obtain the EIB\u2019s approval.<\/p>\n The Interstate Consultants Engineers Guild consistently draws attention to the fact that the scaling-up of reconstruction raises the requirements for the amount of resources involved and professional project management, distribution of functions and responsibilities among participants, and quality of solutions preparation.<\/p>\n Ukraine is gradually shifting from a stage when the key question was where to find resources for recovery to a much more complex task, which is how to turn these resources into delivered projects of high quality and infrastructure that will serve the communities for decades.<\/p>\n This transition is especially important for the local self-government.
