The government has increased the funding for the Ukraine Recovery Program, implemented with the support of the European Investment Bank, by UAH 1 billion<\/strong>. The total volume of the program financing in 2026 has thus risen from UAH 987.1 million to almost UAH 2 billion.<\/p>\n

The additional resources have already been distributed among communities in 16 regions. This will enable them to continue financing the projects that are currently under way and to include in the Program another 25 new projects approved by the EIB<\/strong>. The total number of approved projects will increase from 138 to 163.<\/p>\n

The funds will be targeted at the restoration of social and critical infrastructure, housing and utilities, and construction and restoration of social housing. This includes, in particular, schools, kindergartens, shelters, hospitals, utility networks, and homes.<\/p>\n

Importantly, one of the criteria for distributing the funds was the readiness of projects for implementation. The factors taken into account included availability of up-to-date design documentation, concluded agreements on the loan funds transfer, status of procurement procedures, and fulfillment of other necessary conditions. Priority is given to projects that are now ready for implementation or are at an active stage.<\/p>\n

Thus, access to financial resources is becoming increasingly closely linked not only to a community\u2019s need for recovery, but also to its ability to prepare a project and put it through the necessary stages to the procurement and implementation. Within the Ukraine Recovery Program, projects also undergo the established selection and approval procedures of the EIB.<\/p>\n

From financing to the ability to deliver<\/strong><\/p>\n

In parallel, work is being intensified to strengthen the capacity of the communities themselves. For recovery, not only financial resources are becoming increasingly important, but also the quality of data, planning, professional competencies, and the ability to turn strategies into prepared projects.<\/p>\n

This logic is already evident in community support programs. In particular, within U-RESTORE, community representatives worked on the capacity to plan recovery, implement projects, and monitor their results. Among the key needs identified by the communities themselves were professional skills, human resources, and access to quality data.<\/p>\n

At the same time, the rules governing the implementation of construction projects are also changing. Updated approaches to determining construction cost, development of the State Price Database, and further formalization of the public investment system are gradually creating an environment where the client is required to ensure an increasingly higher quality of decision-making.<\/p>\n

ICEG: <\/strong>the resource must be turned into a delivered project<\/strong><\/p>\n

Specialists of the Interstate Consultants Engineers Guild point out that an increase in recovery financing simultaneously raises the requirements for the quality of project preparation and implementation.<\/p>\n

The availability of funds is a necessary condition for recovery. However, there is a long chain of work between the financing decision and a commissioned facility, i.e. project preparation, cost estimation, procurement, contracting, organization of interaction among participants, and management of deadlines, variations, and risks.<\/p>\n

Therefore, the client\u2019s capacity becomes one of the key factors in recovery. This does not mean that a community must have all the necessary specialists within its own structure. What matters is that it can correctly identify the need, organize the project preparation, engage the required professional competencies, and ensure the manageable project implementation.<\/p>\n","protected":false},"excerpt":{"rendered":"
