ICEG representatives and members contribute to professional discussion of the legislative framework, practical implementation of BIM, and readiness of Ukrainian construction market to work with information models<\/strong><\/p>\n

Ukraine is preparing for a new stage in the implementation of the Building Information Model (BIM) \u2014 from individual projects and pilot solutions to a systemic application of the technology in construction.<\/p>\n

Practical steps for this transition were discussed during the round table \u201cFrom legislation to implementation: preparing for the introduction of BIM in Ukraine,\u201d<\/strong> which brought together representatives of the state, construction market, professional community, and international partners.<\/p>\n

The discussion was attended by representatives of the Interstate Consultants Engineers Guild, including Vice-President Svitlana Reva<\/strong>, Executive Director Yevhenii Vladimirov<\/strong>, Head of the Program Implementation Department Oleksii Kolos<\/strong>, as well as members of ICEG \u2013 representatives of organizations and professionals.<\/p>\n

The discussion focused on the practical conditions for the transition to a consistent use of BIM, particularly legislative regulation, readiness of the state and the market, training of specialists, integration of information modelling with public digital systems, and international experience.<\/p>\n

One of the key steps should be the finalization of draft law No. 6383. The updated motions provide for defining the legal status of the information model and establishing uniform rules for working with it throughout the facility\u2019s life cycle.<\/p>\n

At the same time, application of BIM is proposed to be made mandatory not for all construction, but for facility categories determined by law, in particular those implemented with budgetary funds, funds of public and municipal enterprises and institutions, or under state guarantees. For other projects, the decision will be up to the client.<\/p>\n

Another element should be the \u201cStrategy for the digital development of the construction and urban-development sector<\/strong>,\u201d and information models are planned to be integrated with the Urban-Development Cadaster and the Single State Electronic System in the Field of Construction.<\/p>\n

For ICEG, it is of principle importance that BIM is increasingly viewed not only as a design technology. It is about managing the information about a facility throughout its entire life cycle \u2014 from preparation and design to construction and subsequent use.<\/p>\n

Here, digitalization directly intersects with the quality of project management. An information model can make decisions more justified, increase the transparency and controllability of processes, and help control deadlines, costs, and variations. But the result will depend not only on the available technology. Clear rules for its application are needed, as well as prepared clients and specialists capable of using BIM as a management tool.<\/p>\n

ICEG consistently supports the implementation of BIM and dissemination of international approaches to information management in construction projects. Earlier, in November 2019, ICEG prepared a Ukrainian translation of the publication of the European Federation of Engineering Consultancy Associations (EFCA) <\/em><\/strong>\u201cBIM and ISO 19650 from a Project Management Perspective\u201d. It views BIM in a broader context \u2014 as a component of information management, interaction between participants, and project implementation throughout its life cycle. The Ukrainian translation remains available for free and may be useful for clients, engineers, consultants, and all market participants who are preparing for a more systemic application of BIM in Ukraine.<\/strong><\/em><\/p>\n

Particular attention at the round table was paid to the readiness of the Ukrainian market and the phased nature of the transition. When preparing the legislative motions, the experience of the United Kingdom was also taken into account, including practical problems that arose there during the implementation of BIM.<\/p>\n

For the reconstruction of Ukraine, this discussion acquires special significance. The more complex infrastructure projects become and the more participants are involved in their fulfilment, the more important the quality of initial information, consistency of decisions, and ability to manage a facility as a single system throughout its entire life cycle become.<\/p>\n

That is why the next stage of BIM implementation is no longer a question of a separate digital technology, but of a gradual change in the very culture of preparing and implementing construction projects in Ukraine.<\/p>\n
