In New Delhi, the FIDIC Global Infrastructure Conference 2026 is coming to an end. It is one of the key international platforms for discussing approaches to the planning and implementation of infrastructure projects. This year\u2019s conference is being held under the theme \u201cEngineering a Bright Future Together: Quality Infrastructure for People and Prosperity<\/strong>\u201d and has brought together representatives of the engineering consultancy industry, clients, governments, financial institutions, and professional organizations.<\/p>\n

One of the main focuses of the conference has been the principle of \u201cprepare before you procure<\/strong>.\u201d This means that a significant part of future risks and outputs of an infrastructure project is determined even before the procurement process during its preparation, choice of implementation model, definition of requirements, and allocation of risks.<\/p>\n

This logic was further developed during a dedicated plenary discussion on the second day of the conference devoted to risk management under conditions of uncertainty. FIDIC views project preparation, procurement, and the contract not as separate administrative procedures, but as interconnected tools for risk management<\/strong>. Quality of these decisions should ensure more predictable implementation of infrastructure projects amid economic, geopolitical, and climatic uncertainty.<\/p>\n

Quality should prevail over price<\/strong><\/p>\n

This approach is also confirmed by the study Embedding Blue Dot Network Quality Criteria in Infrastructure Procurement<\/strong>, which is focused on the practical application of quality criteria in infrastructure procurement.\"\"<\/a><\/p>\n

One of its key takeaways is that the lowest price should not determine the winner in cases where the project outcome depends on the quality of delivery<\/strong>. For such projects, it is recommended that quality criteria account for at least 60% of the overall evaluation score, while the share of price or cost should not exceed 40%. In the analyzed international infrastructure procurements, the median weight of price was around 30%.<\/p>\n

Even before proposals are evaluated, the real capacity of a bidder to deliver the project should be verified, including the experience of implementing similar projects, technical capacities, qualifications of key experts, methodology, and ability to meet the work schedule. In the studied procurements, the criteria directly related to the ability to deliver the project, namely methodology, staff, equipment, and timelines, accounted for 56% of all evaluation criteria.<\/p>\n

Thus, international practice is increasingly shifting from price-based competition only on toward competition based on the ability to deliver a high-quality result<\/strong>.<\/p>\n

A capable client is part of a quality project<\/strong><\/p>\n

Another topic of the second day of the conference was institutional capacity and professional competencies. FIDIC emphasizes that financing and technology alone are not enough to deliver quality infrastructure. Strong institutions and specialists capable of addressing new climate, digital, and societal challenges are also required. This applies both to public authorities and clients, as well as to engineering companies and other project participants.<\/p>\n

This conclusion resonates with the findings of the Blue Dot Network study: the ability to apply more sophisticated quality criteria depends not only on legislation, but also on the ability of the client itself to properly define requirements, evaluate proposals, and monitor contract performance<\/strong>.\"\"<\/a><\/p>\n

For Ukraine, these approaches take on particular importance amid large-scale reconstruction. As the number and complexity of projects grow, the question is not only about attracting the financing. It is equally important how well a project is prepared, who is selected to implement it and based on what criteria, how risks are allocated, and whether the client has sufficient professional capacity to manage the entire process \u2014 from concept to construction completion<\/strong>.<\/p>\n
