Over several days, representatives of the engineering consultancy sector, contracting authorities, financial institutions, and international organizations discussed how approaches to the preparation and implementation of infrastructure projects are changing.<\/p>\n<p>One of the cross-cutting themes of the conference was the <strong>quality of project management at all stages of its life cycle<\/strong>. A significant share of decisions that determine the future cost, timelines, and risks are made even before the construction begins, during the project preparation, requirements definition, selection of a professional team, and choice of delivery model.<\/p>\n<p><strong>Selection quality determines the outcome<\/strong><\/p>\n<p style=\"text-align: left;\">At the conference, FIDIC presented a new report dedicated to the selection of consulting engineers based on qualifications \u2014 Qualifications-Based Selection (QBS).<a href=\"https:\/\/iceg.com.ua\/wp-content\/uploads\/2026\/09\/54.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-13218 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" alt=\"\" width=\"623\" height=\"415\" sizes=\"auto, (max-width: 623px) 100vw, 623px\" data-src=\"https:\/\/iceg.com.ua\/wp-content\/uploads\/2026\/09\/54.png\" data-srcset=\"https:\/\/iceg.com.ua\/wp-content\/uploads\/2026\/09\/54.png 623w, https:\/\/iceg.com.ua\/wp-content\/uploads\/2026\/09\/54-300x200.png 300w, https:\/\/iceg.com.ua\/wp-content\/uploads\/2026\/09\/54-225x150.png 225w\"><\/a><\/p>\n<p>FIDIC emphasizes the importance of professional qualifications, experience, and the consultant\u2019s ability to deliver results.<\/p>\n<p>Studies cited in the report show that projects using QBS have a 50% higher probability of completing all planned construction stages, and client\u2019s satisfaction in such projects reaches 89%.<\/p>\n<p>In parallel, the conference presented the study <strong>Embedding Blue Dot Network Quality Criteria in Infrastructure Procurement<\/strong>. It also records the shift in international practice toward broader consideration of quality, professional capacity, life-cycle, and outcomes in infrastructure procurement.<\/p>\n<p><strong>Project preparation becomes a risk-management tool<\/strong><\/p>\n<p>A separate block of the conference was devoted to risk management. Project preparation, procurement, and the contract were viewed as successive elements of a single system.<\/p>\n<p>High-quality preparation makes it possible to identify and reduce a portion of risks before the contract is signed. The procurement determines who has the necessary capability to deliver the project. The contract establishes allocation of responsibility and mechanisms for managing risks during the work execution.<\/p>\n<p>FIDIC also draws attention to the economic consequence of incorrect risk allocation: if a project participant is unable to control a particular risk, they price it into their bid.<\/p>\n<p>The same logic is directly linked to the ability to attract financing. A properly prepared project with defined risks, a clear delivery model, and predictable contract conditions creates better prerequisites for attracting private and international capital.<\/p>\n<p><strong>Client capacity becomes a critical condition<\/strong><\/p>\n<p>Another cross-cutting issue of the conference was institutional and professional capacity.<\/p>\n<p>FIDIC links the successful delivery of infrastructure to the client having the necessary structures, procedures, procurement systems, standards, and specialists. Project complexity is growing alongside requirements for climate resilience, digitalization, data management, and asset life-cycle management.<\/p>\n<p>Accordingly, competence requirements for project participants are also changing \u2014 from the client and consulting engineer to the contractor and other involved parties.<\/p>\n<p>For Ukraine, these conclusions have direct relevance in the context of reconstruction. The scale of future investment raises the bar for <strong>how projects are prepared, how participants are selected, how risks are allocated, and how the implementation is managed<\/strong>.<\/p>\n<p>The experience and discussions of the FIDIC Global Infrastructure Conference 2026 show the overall direction of international practice: quality infrastructure is shaped long before the construction equipment arrives on site.<\/p>\n<p>It begins with a <strong>well-prepared project, professional client, qualified team, and clear system for managing risks and responsibility<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The FIDIC Global Infrastructure Conference 2026 has come to an end in New Delhi.
