The goal is to bring together the practical experience of the defense sector and the expertise of the consulting engineering community to develop modern approaches to the design, construction, and modernization of defense infrastructure facilities and housing for military personnel.

The cooperation envisages the implementation of international construction project management practices, the development of digital technologies, the exchange of professional experience, the professional development of specialists, and the engagement of international expertise in the implementation of important infrastructure initiatives.

Equally important are modern management approaches, professional coordination, and the use of proven international practices. Key areas of cooperation include:

• studying and implementing international practices in construction, engineering, and project management, including FIDIC-based contract management and internationally recognized project delivery practices;
• exchange of expertise in the design, reconstruction, and technical inspection of military facilities;
• development of digital construction management tools, BIM technologies, and modern monitoring and control systems;
• professional development of specialists, enhancement of professional competencies, and adoption of modern approaches to engineering activities;
• engaging international expertise and partner organizations in the implementation of major infrastructure projects;
• cooperation in improving the regulatory framework and developing modern approaches to defense construction.

The signing of the Memorandum opens new opportunities for professional cooperation, knowledge exchange, and the introduction of modern engineering practices in areas where reliability, efficiency, and quality of delivery are of particular importance.
