Communities shifting from agreements to project implementation after URC

After the Ukraine Recovery Conference 2026 ended, the international agenda is gradually shifting from the signing of agreements to the practical fulfillment of the arrangements. This transition is becoming increasingly evident in the work of Ukrainian communities, too.

The Decentralization portal emphasizes that participation in international conferences should serve only as the starting point for systematic work, including developing partnerships, preparing projects, supporting the achieved agreements, and ensuring their further implementation.

At the same time, these processes are being filled with practical content. With the support of the European Investment Bank, Ukrainian communities will soon receive funding for the implementation of 139 projects in the fields of education, healthcare, water and heat supply, and development of administrative services.

The combination of these two signals demonstrates an important trend. If earlier the main challenge was to attract financing, today the ability of communities to properly prepare projects, organize their implementation, and ensure effective use of international support is becoming increasingly important.

The Interstate Consultants Engineers Guild points out that it is this stage that will determine the success of the next phase of Ukraine’s reconstruction. As the number of projects grows, the importance of professional management, coordination among all process participants, and application of modern approaches to the realization of investment programs is also increasing.
