Interstate Consultants Engineers Guild (ICEG) continues to promote innovative practices in construction industry in Ukraine.

On January 28th, 2022, the ICEG team jointly with the Department of Investment and Development of Sports Infrastructure of the Ministry of Youth and Sports of Ukraine held an online seminar, disseminating a consulting engineer’s role during the implementation of various projects: new construction, reconstruction or renovation of infrastructure.

By involving a consulting engineer, a client organization creates conditions for high-quality implementation of construction projects financed either by the state, donors, or private entities, as well as ensures the distribution of risks and responsibilities between stakeholders. For Ukraine, this is the way towards a new quality of sports infrastructure. 

The seminar was organized to reach the goals of the Memorandum of Cooperation between the Ministry of Youth and Sports of Ukraine and the Interstate Consultants Engineers Guild.  The Memorandum was signed in November 2021 with aims to improve the quality of sports facilities’ construction and attraction of further investments.

The participants of the seminar were representatives of state-owned enterprises subordinated to the Ministry of Youth and Sports: from small sports facilities to large stadium complexes. The topics presented and discussed during the seminar were as follows:

• features of a consulting engineer as a profession,
• contractual relations between a client organization and a provider of engineering consulting services,
• determination of such services’ costs in view of the newly reformed construction pricing system in Ukraine,
• opportunities for pre-trial dispute resolution in Ukraine in view of the recently adopted Law “On Mediation” and other effective dispute resolution methods that ICEG promotes, being a member of the Dispute Resolution Board Foundation (DRBF).

Inna Vakhovych, Head of the Department of Pricing, Economics and Contractual Relations in Construction of the Ministry for Communities and Territories Development of Ukraine, Candidate of Economic Sciences, participant in the development of regulations on pricing in construction;

Andrii Havrylov , Head of the Department of Contractual Relations of ICEG, Candidate of Science in Public Administration, participant in the development of model agreements for engineering consulting services, professional standards related to engineering in construction;

Larysa Tereshchenko, director of the Ukrainian Research Center for Construction Economics “Ecobud”, certified quantity surveyor, participant in the development of regulations on pricing in construction.
