The Cabinet of Minister of Ukraine has passed a decree allocating UAH 334 million to the State Agency for Restoration and Infrastructure Development of Ukraine to purchase the water treatment equipment and uninterrupted water supply systems for water utilities in Kharkiv, Dnipro, Mykolaiv, Kherson, and Kyiv. It is about critical plant and equipment to ensure stable water supply in the communities that may or have already suffered destruction.
The Government has also confirmed continuation of project implementation under the Programme for Emergency Recovery (Phase 4), financed by the Japan International Cooperation Agency (JICA). Previously, JICA had already transferred specialized road inspection vehicles to the Agency for Recovery, and now it is planned to procure supplemental mounted equipment for instrumental road condition analysis in the affected regions.
The Decree approves the mechanism for using the money through a special state budget fund, which allows the Japanese side to promptly begin procuring the equipment. This accelerates support for communities and ensures transparent use of the disbursed resources.
In addition to the Recovery Agency’s projects, the Government is also financing several areas including procurement of equipment for energy stability, support for educational institutions, humanitarian demining, medical equipment, and strengthening of state borders. The approved procedure also emphasizes improvement of utilities, particularly water supply.
Against the backdrop of large-scale infrastructure restorations, the Interstate Consultants Engineers Guild (ICEG) underlines the need for professional technical support to such projects. The Guild draws attention to the fact that proper construction management directly affects the quality and durability of facilities. Therefore, local self-government bodies are recommended to involve specialized consulting engineers in projects related to water supply and public infrastructure modernization, especially where complex technical solutions or a significant scope of work are required.
Overall, the adopted decree unblocks the use of approximately UAH 2.45 billion provided under the grant agreement with JICA for the Programme for Emergency Recovery.
