The new tranche will be used toward funding of energy-efficient modernization of 28 schools, kindergartens, and hospitals in Ternopil, Zaporizhzhia, and Volyn regions. The support is provided within the Ukraine Facility, guaranteed by the European Union in the amount of EUR 50 billion, and demonstrates the EU’s consistent and long-term commitment to invest in Ukraine’s recovery.
In Ternopil, the funds will be allocated for energy-efficient modernization of 20 schools and kindergartens, as well as installation of an energy monitoring system (EUR 11.3 million). In Volyn, three large medical facilities will undergo major renovations, which will improve conditions for patients and optimize hospital costs (EUR 4.2 million). In Zaporizhzhia, thermal modernization of five educational facilities will be financed (EUR 2.9 million), which is an important step for a frontline region where ensuring proper learning conditions is a critical need.
The government emphasizes that cooperation with the European Investment Bank allows not only repairing and upgrading the damaged facilities but also achieving new quality of municipal infrastructure, energy-efficient, safe, and aligned with modern standards. UMIP projects demonstrate how international support contributes to reducing energy consumption, increasing community resilience, and creating comfortable conditions in social institutions even amid challenging wartime circumstances.
In this context, the issue of managing such projects takes on particular importance. The Interstate Consultants Engineers Guild (ICEG) stresses that high-quality delivery of infrastructure programs is impossible without professional construction supervision. In international practice, particularly in the EU countries, projects involving thermal renovation, modernization of schools and hospitals, or upgrading of utility networks are accompanied by consulting engineers that ensure technical correctness of solutions, quality assurance, risk management, and transparency in all stages.

ICEG emphasizes that the development of municipal infrastructure financed by the EU and EIB creates a window of opportunities for introducing such approaches systematically, which in the long term will strengthen the community capacity and ensure high quality of facilities.
The Ukraine Municipal Infrastructure Programme (UMIP) is a EUR 400 million worth investment project that supports the modernization of heating and water networks, thermal renovation of buildings, and development of modern waste management systems in medium and large communities. The new EIB tranche is another step in the large-scale renewal of the country’s social infrastructure.
