New heavy strikes on the energy infrastructure demonstrate once again that reconstruction is not about “fixing the way it was.” It goes about system resilience, reserves, and smart technical solutions that must work during constants risks.
Ukraine is entering the stage where each infrastructure project should consider possible repeated attacks and be designed for a lasting period. Recovery of the energy system is getting focused not only on quick but also quality solutions that will condition smooth operation of the economy, communities, and critical infrastructure for years ahead.
International financial aid to Ukraine is even bolstered. Norway and the European Union continue financing the energy sector among others, by means of long-term programs and significant amounts of resources. That means the funds for reconstruction are available while the quality of project preparation is becoming the key factor.
To international donors and investors, the defining features are technical feasibility, risk management, transparency, and professional project management. That is the reason why the global and European practice sees consulting engineers as integral part of large infrastructure programs and as a tool to enhance the quality of solutions and mitigate risks.
Recovery of the energy sector means not only using the funds but also bearing responsibility for the future where professional approach will make the clients, communities, and the entire state fell secure.
