Establishment of Ukrainian-Turkish Reconstruction Task Force

Since the beginning of the full-scale war, Turkey has closed the Black Sea straits for Russian ships and supports the integrity of Ukraine. Relations between Ukraine and Turkey are developing dynamically in the spirit of trust and strategic partnership. Thus, a meeting took place in Istanbul between Oleksandr Kubrakov, Deputy Prime Minister for Restoration and Minister for Communities, Territories and Infrastructure Development of Ukraine, Ömer Bolat, Minister of Trade of Türkiye, and Abdulkadir Uraloğlu, Minister of Transport and Infrastructure of Türkiye. The meeting was held as part of the Ukraine Recovery Forum.

During the Forum, an agreement was signed and a joint Ukrainian-Turkish Reconstruction Task Force was established, allowing Turkish construction companies participating in the restoration of Ukrainian infrastructure damaged by the Russian invasion. The task force was formed in accordance with the Memorandum of Understanding on Ukraine’s Reconstruction, signed in 2022.

The following priority areas of cooperation were identified for the Ukrainian-Turkish Reconstruction Task Force:

– restoration of road infrastructure and construction of temporary bridges and overpasses on key routes;

– projects to restore and develop water transport infrastructure;

– protection of critical infrastructure and reconstruction of housing;

– aviation.

It is worth noting that the Interstate Consultants Engineers Guild actively collaborates with Turkish partners, including:

– In 2017, active cooperation began with the Association of Turkish Consulting Engineers and Architects (ATCEA) in accordance with the memorandum signed in Istanbul. In 2022, within the framework of THE GLOBAL ECONOMIC IMPACT FORUM ON UKRAINE – an international forum on the reconstruction of Ukraine – ICEG and ATCEA renewed the memorandum. The parties aligned their positions for the development of relations to address respective global challenges in new historical realities;

– The Turkish engineering company MC2 MODERN is a member and partner of ICEG. The ICEG team is actively engaging in dialogue with the firm’s management regarding potential cooperation in Ukraine reconstruction projects.
