European Commission poised to provide EUR 90 billion to support Ukraine in 2026-2027

The European Commission has presented a financial support package for Ukraine – the Ukraine Support Loan for an amount of EUR 90 billion. The program is established for 2026-2027 and will be one of the pivotal tools to safeguard the Ukrainian economy and security.

According to Roksolana Pidlasa, head of the budget committee at the Verkhovna Rada, loan is underpinned by unique conditions, i. e. Ukraine will be repaying the loan only in case it receives reparations from the Russian Federation, while the interest charges will be covered by the European Union. This decision lessens the state’s credit burden significantly and gives room for economic development.

The package’s primary focus is on security and defense. EUR 60 billion will be   allocated to support the Ukrainian defense industry and purchase moder armaments. Priority will be given to Ukrainian and European manufacturers, which creates new jobs and stimulates the industrial capacity growth.

The remaining EUR 30 billion will be provided as general budget support disbursed as macro-financial assistance and Ukraine Facility.

A special feature of the Ukraine Support Loan is flexibility. Depending on the security situation developments, the funds can be swiftly channeled to recovery of the economy, infrastructure, and regions that suffered losses as a result of the war.

Receiving the funds is conditioned by key requirements, including fighting the corruption, strengthening the rule of law, and financial transparency. The annual mount of tranches will be determined in accordance with the Ukrainian Financing Strategy Ukraine submits to the EC for review.

The initiative is currently at the proposal stage and must be approved by the Council of the EU and the European Parliament. The first tranche if expected to be disbursed to Ukraine in the second quarter of 2026.
