Kyiv, 18 September 2023 – Interstate Consultants Engineers Guild gathered its core group and partners for the meeting to discuss the topic “Engineering consulting services in the context of reconstruction of Ukraine”.
The event was rich in interesting speakers and key influencers in the sector. A short welcome word by Oleksandr Nepomnyashchyy, ICEG President, was followed by an online keynote speech given by Sue Arundale, Director General European Federation of Engineering Consultancy Associations (EFCA), where ICEG has been actively involved since 2017.
“I would like to tell you what we have been doing, in collaboration with ICEG, in the last few weeks. We have been in talks with the European Commission, the department for Neighbourhood and Enlargement Negotiations. EFCA was asked specifically for input on the reconstruction, because of our expertise. In addition, we commented on the Ukraine Facility, which is the subject of a proposal for a European regulation, on the finance package”, said Sue. Also, the Director General outlined the most important policy themes creating new opportunities for the engineering sector during the new European Union political term, among which climate resilience, sustainable and low carbon construction, more sustainable and best value public procurement contracts, digitalisation and new technologies, and the reconstruction of Ukraine.
Among other keynote speakers were representatives of the Ministry for Communities, Territories and Infrastructure Development of Ukraine – Nataliia Kozlovska, Deputy Minister for Reconstruction and Inna Vakhovych, Head of Pricing, Economy and Construction Management. In her speech Mrs. Kozlovska highlighted the need of professional support during the implementation of construction projects in Ukraine, especially during the war time, and the importance of accommodating expertize of the engineering sector during the development of legislation and regulations in Ukraine.
ICEG Vice Presidents took the floor to speak about the sector-specific information by their fields, and leading consulting engineers informed about the main challenges they face on practice.
The event became a platform of interaction with the banking and insurance sector thanks to the presentations made by the Chairs of VUSO and EUROINS Insurance Company, and GLOBUS Bank.
The participants had a fruitful discussion on pricing in construction, in particular on approaches to determine the cost of engineering services.
The parties have agreed on the importance of quality and efficient engineering consulting support in projects, compliance with the Code of Ethics of consulting engineers, development of joint approaches to the improvement of domestic engineering market in construction.
Oleksandr Nepomnyashchyy closed the meeting by thanking the attendees for their constructive position and initiatives. “In the conditions of martial law, legislation is often changed, complex experimental projects having no equals in Ukraine are implemented, and there are many issues that need to be discussed. Therefore, such meetings are necessary and helpful”.
