The Ministry for Development of Communities and Territories of Ukraine is getting ready comprehensive changes in the pricing system in construction. The reform covers all key elements, from designer’s and construction supervision to the role of consulting engineer and client’s functions.

According to Nataliia Kozlovska, Deputy Minister of Development of Communities and Territories of Ukraine, the work on the first part of the reform is underway now. They are planning to complete the issues dealing with remuneration of engaged specialists, functions of designer’s and construction supervision, and engineering consulting services by the end of current year.

A separate unit in the reform concerns “КБ-2в” form certificate which is currently the basic document to certify the completed work. In spite of disagreements with the Ministry of Economy, the Ministry of Development states that this form will continue to be used  but will be thoroughly improved.

The Government has also supported the changes that will update the cost-estimate norms, mandatory payment of wages in projects, new approaches to confirmation of material cost and launch of the codification of building processes and resources.

All changes must be integrated not only in the cost-estimate base but also in the relevant legislation, including that regulating road construction, Ms. Kozlovska said while addressing the meeting of leadership, members, and partners of the Interstate Consultants Engineers Guild.
