Integrity and accountability standards set for Restoration Agency

In Kyiv, the compliance policy of the State Agency for Restoration and Infrastructure Development of Ukraine has been presented, which is a new framework document defining the standards of integrity, transparency, and accountability in restoration processes. The policy enshrines zero tolerance for corruption, establishes a clear risk management system, and defines the roles of all departments and leadership of the Agency.

The document provides for regular training of employees, internal audit, introduction of integrity key performance indicators, and functioning of channels for reporting possible violations and protection of whistleblowers. This creates a structured and protected system for responding to risks during the implementation of infrastructure projects.

Introduction of the compliance policy is an important step in building a modern governance system that meets international standards. Given the largest reconstruction program in Ukraine’s modern history and active involvement of donor resources, the issues of transparency and accountability become crucial. The policy ensures clear rules for managing public and international funds at all stages of project implementation, from planning to monitoring.

A particularly important element of the new approach is the integration of professional external participants who can strengthen technical oversight. The Interstate Consultants Engineers Guild (ICEG) notes that the work of consulting engineers naturally meets the compliance requirements. Their activities ensure technical impartiality, quality control, risk analysis, and transparency of design solutions. Engaging consulting engineers gives the communities and authorities the opportunity to implement international standards of construction supervision, avoid technical errors, and use funds more efficiently.

ICEG emphasizes that having such an option — engaging certified consulting engineers — enhances the openness of Ukraine’s reconstruction market, makes projects predictable for international partners and donors, and strengthens trust in the realization of infrastructure programs.

The compliance policy was developed by the State Agency for Restoration in cooperation with the Foundation for Institutional Development, with the support from UNDP and the Government of Japan. Its implementation forms an important institutional foundation for a transparent, safe, and responsible recovery of Ukraine.
