The Norwegian Government has announced allocating nearly USD 400 million to Ukraine as part of a larger support package targeted at restoring the energy infrastructure, budget stability, and implementation of recovery projects.
This is a part of the Ukraine aid midterm program encompassing support of key infrastructure areas that are critical for economic recovery and ensuring vitality of communities.
Traditionally, international donors and governments of partner countries pay a special attention to the quality of preparation and realization of projects that seek financing. The practice of the European Union and OECD countries demonstrates that distinct technical support, risk management, and professional engineering consulting significantly enhances trust in projects and their investment attraction.
That is the reason why large infrastructure and energy projects implemented with international partners tend to adopt the practice of employing the consulting engineer as an independent professional link between the client, contractor, and donor. Such approach allows decreasing technical, financial, and managerial risks, as well as ensure the compliance of projects with international standards.
Strengthening the financial support to Ukraine from Norway is another sign showing that reconstruction is transitioning to the phase where the decisive factor is not just access to the funds but the ability to manage them professionally.
