On December 10, another meeting of the Ukraine Support Group at the European Federation of Engineering Consultancy Associations (EFCA) was held, attended by ICEG representatives.

The keynote speaker was Gabriel Blanc, Team Leader. Reconstruction of Ukraine Working Group, Directorate-General for Enlargement and the Eastern Neighbourhood (DG ENEST), European Commission. He presented an overview of the European Union’s investment framework to support Ukraine, which consists of three basic pillars:

• grants and loans to the state budget to address urgent financial needs of the state, promote recovery and modernization, and encourage the reforms needed for the EU accession;
• investment facility to support the private sector, including small and medium enterprises, and assist with preparation and implementation of investments;
• technical assistance programs to the Ukrainian government, focusing on the legislation harmonization with EU acquis, capacity building of authorities at the national, regional, and local level, and also support to civil society initiatives.

To facilitate private investments in Ukraine, there are international partnerships including such organizations as the European Bank for Reconstruction and Development, International Finance Corporation, and European Investment Bank. They will soon be joined by the Polish BGK and the Association of European Development Finance Institutions.

Main sectors of investment include renewable energy, transport, digital services, and industry.

Participants of the meeting discussed questions related to procurement procedures in Ukraine, including the ProZorro system, and risks faced during the war.

Particular attention was paid to probability of corruption risks in different tendering procedures, including procurement of engineering services, in the course of infrastructure projects implementation in Ukraine.

The attendees were also presented an outline program of the EFCA GAM and Conference 2026 to be held in June in Istanbul, Türkiye.

Considering a special interest from foreign businesses and demand of the Ukrainian society for detection and prevention of corruption risks in the construction industry, ICEG has reached out to EFCA, requesting to share respective best practices in the engineering sector that the European professional community has.
