New bilateral agreement with Switzerland: this time for CHF 5 billion

As part of the Ukraine Recovery Conference 2025 held on July 10-11 in Rome and organized annually since 2022, the Cabinet of Ministers of Ukraine and Federal Council of Switzerland signed an agreement on cooperation in the reconstruction, which stipulates allocating CHF 5 billion until December 31, 2036.

Under the agreement, Switzerland will grant financial aid and technical assistance to Ukraine with procurement of goods and services of solely Swiss companies including such sectors as construction, energy, machine building for production, water, and transport. The aid will be provided from the expenditure budget of the State Secretariat for Economic Affairs of Switzerland, the federal government’s expert center for all pivotal matters of the economic policy. What is important, the agreement also envisages a transparent mechanism of selecting the projects in line with the Swiss law.

It is worth noting that the Government of the Swiss Confederation sees Ukraine’s recovery as its longtime priority. First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, commented that the aid of Switzerland would be irrevocable and focus on creating jobs for Ukrainians and professional training of Ukrainian staff. Ukraine is going to be rebuilt following the best international standards, and this partnership will make it possible.

The agreement also emphasizes the impact on Ukraine’s reconstruction process and commitment to sustainable development and green transition.

The Federal Council Delegate for Ukraine, Ambassador Jacques Gerber added that the expertise for sustainability will also be shared, which demonstrates solidarity of his country with the Ukrainian people and a contribution to stability on the European continent.
