Key aspects of the future Ukrainian state housing policy strategy have been presented. It is to become a fundamental document for the housing sector reform and recovery of the housing stock in Ukraine.
The document is being elaborated by an interdepartmental task force involving representatives of the public authorities, parliament, and international partners. Development of the strategy is envisaged by the Law “On the basics of housing policy” that came into force in February 2026. The document is expected to be prepared within six months.
The future strategy views the housing policy not only as an issue of providing with housing but also as a component of the economic growth, social stability, and durable development of communities.
Key approaches include promotion of affordable and social housing, formation of a transparent rental market, creation of effective financial tools, and improvement of the housing stock management system.

In fact, the strategy provides for not just making the housing policy but building a new system for housing projects preparation and implementation. A significant part of the suggested approaches, from project financing to digitalization and data management, is directly linked to the quality of planning, coordination, and delivery of construction projects.
The strategy pays a particular attention to restoring the housing stock that includes both construction of new homes and creating a modern, safe, and energy-efficient environment.
It covers development of compensation mechanisms, fostering the manufacture of building materials, and forming the conditions for attracting investment in the housing sector.
In such a model, the latter is transitioning from individual solutions to comprehensive project work where the leading role is played by professional management, quality assurance, and integration of technical, financial, and operational parameters at all stages of the facility’s lifecycle.
Yurii Prav, Vice President of the Interstate Consultants Engineers Guild, notes that in such conditions, the housing policy actually determines the system of housing project management in Ukraine from planning to operation.
This is what shapes the housing stock restoration as a comprehensive process and not a set of separate construction solutions.
