New rules for construction: digital systems, pricing, and standards

Key lines of changes in the construction sector have been presented In Ukraine. These changes cover digitalization of processes, updated approaches to pricing, technical regulation, and development of the urban planning documentation.

Relevant initiatives were discussed during an expanded meeting attended by representatives of the government, business, and professional community. The focus is on a comprehensive update of the rules governing the construction market, with an emphasis on transparency, predictability, and consistency of processes.

Digital infrastructure as the foundation of change

Development of the Single State Electronic System in the Construction Sector remains one of the focus areas. It is planned to expand its functionality, including through the introduction of paid services to ensure smooth operation of the digital infrastructure and better quality of services.

In parallel, they continue working on integrating the urban planning documentation with cadastral systems, as well as implementing classifications of urban planning facilities. This should ensure data consistency during the planning and implementation of projects.

Unified approaches to data and materials

Planned solutions include creation of a single approach to the identification of construction products. Within the Single Electronic System, a codification is being introduced that will unify the material records and ensure correct data handling at all stages of construction.

A database of construction product prices is also being formed. It will be filled from various sources from market players to state systems. This is intended to create a more transparent pricing system, reduce opportunities for manipulation, and foster a more competitive environment.

In fact, this represents a transition to a system where data become the basis for managing construction projects, starting from cost formation and ending with inspecting the work delivery.

Technical regulation and European approaches

A separate avenue is the updating of State Building Norms and alignment of requirements for construction products with European standards. A number of new State Building Norms (ДБН) have already been approved, and amendment to legislation regarding construction products are being prepared, including introduction of digital passports.

This should ensure a higher level of safety, quality, and environmental sustainability in construction, while also creating clear rules for all market players.

Oleksandr Nepomnyshchyy, President of the Interstate Consultants Engineers Guild, is confident that the proposed changes indicate a transition of the construction industry to a new model where digital systems, transparent data, and unified rules play the leading role.

In such a system, the outcome depends not only on the regulatory framework, but on how effectively the processes of project preparation and implementation are organized. It is the ability to combine data, funds, and technical solutions into a single management logic that will define the quality and predictability of construction, especially in the context of large-scale recovery.
