The “Decentralization” portal has published a column by ICEG President Oleksandr Nepomnyashchyy “Money for reconstruction is only the beginning. Are we ready to turn it into projects?”

The article addresses the growing challenge as Ukraine shifts from planning the reconstruction to implementing the specific projects, namely, alongside the need for funding, the need for professional and institutional capacity to manage that funding is rising.

In fact, quality project preparation, client capacity, procurement model selection, contracting, and management of timelines, costs, changes, and risks are becoming parts of a single implementation system.

This issue is especially relevant for communities where the complexity of infrastructure projects and requirements of international financial institutions often exceed the capabilities of available teams.

In the column, Dr. Nepomnyashchyy also explains when it is appropriate for a client to outsource a professional team and what role a consulting engineer can play in strengthening their capacity.

Special attention is given to the international expertise. ICEG’s acquisition of the National Ukrainian FIDIC Member Association status expands the opportunities to bring modern contractual and management practices, professional training and experience to Ukraine.
