PREPARE Ukraine program for preparation of reconstruction projects

During the Ukraine Recovery Conference 2025, the Ukrainian Government and World Bank agreed to launch the 5-year program PREPARE Ukraine (“Preparation of Sustainable Projects to Promote the Recovery of Ukraine”) totaling to USD 200 million. The initiative is targeted at financing the preparation of public and municipal reconstruction projects which should meet global standards and can move quickly to implementation.

The program is to be implemented by the Public-Private Partnership Agency and coordinated by the Ministry of Economy. The first grant of USD 44.3 m from the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund will be aimed at forming the public investment portfolio and building the institutional capacity.

“PREPARE Ukraine transforms donors’ grants to specific projects – from rebuilding bridges and hospitals to launching new production facilities able to integrate in global supply chains. Jointly with the World Bank, we are creating a consistent ‘preparation factory’ that minimizes delays, enhances transparency, and opens the way to multi-billion investments in the next few years,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

After negotiating with Anna Bjerde, World Bank Managing Director of Operations, the parties approved the roadmap to launch PREPARE Ukraine. The first tranche will be available in August, it will cover technical assistance to public customers.

“PREPARE Ukraine initiative transforms funds of the donors into strictly prepared investment projects. The PPP Agency takes over the function of the single “project assembly line,” i.e. we collect and range the applications, make evaluations in compliance with the WB standards, engage international consultants, and support each project to the stage when private capital can enter without unnecessary risks,” noted Niko Gachechyladze, Director of the PPP Agency.

The World Bank and Ministry of Economy are about to approve the operational guide for the program soon, open the project preparation fund, and start financing the technical support to public customers.
