Consulting engineer as efficient corruption barrier: ICEG discusses transparent reconstruction of Ukraine in Kyiv
Kyiv hosted a strategic meeting of leaders, members, and partners of the Interstate Consultants Engineers Guild (ICEG), which was dedicated to the consulting engineer’s role in rebuilding Ukraine and prevention of corruption risks.
The event gathered representatives if the international engineering community, authorities, parliament, and leading experts of the industry. The participants heard a welcome address from Alfredo Ingletti, President of the International Federation of Consulting Engineers (FIDIC), which confirmed a high level of international support to Ukraine and interest in fostering the cooperation.
The meeting was attended by:

Nataliia Kozlovska (Deputy Minister of Development of Communities and Territories of Ukraine),
Hanna Bondar (People’s Deputy of Ukraine),
leading engineers, researchers, and representatives of engineering companies.
According to the participants, it is the independent consulting engineer that is a key tool to transparency in rebuilding this country.
In the course of the event, the scales of reconstruction needs were mentioned:
housing — close USD 84 billion,
transport — nearly USD 78 billion,
energy — almost USD 68 billion.
Consulting engineers ensure monitoring that FIDIC and ISO standards are met, while introduction of BIM technologies allows saving up to 20% of the budget and mitigate project risks.
Adam Bialachowski, FIDIC Vice President, underscored that “Today, the consulting engineer is a profession based on independence, transparency, and accountability for public investment.”
Summing up the meeting, ICEG underscored continued implementation of international standards and development of the national system of independent engineer’s oversight.
“Reconstruction of Ukraine should be based not only on funds but first of all on trust. And this trust is formed by the consulting engineer,” underlined Oleksandr Nepomnyashchyy, President of ICEG.
