With the new Prozorro procurement procedure developed subject to the World Bank recommendations, contracting authorities will be able to use the platform for IFI-funded procurement and adjust its settings to meet the requirements of a specific international donor on a construction set principle, while keeping its everyone-sees-everything approach used in the Ukrainian e-system.
Among available settings – with or without an estimated value, with or without an auction, multi-currency, different criteria for the evaluation of tenders. Presentation of the procedure to the key international donors is expected next.
“In its 7th year of operation, the Prozorro system is reaching a new level, as it can now be widely used for procurement with funds from international donors. This will play an important role in Ukraine’s recovery. The recent scandals have clearly shown how critical it is for our society to see what funds are spent on locally and to influence these processes. In addition, if Prozorro is used as a single system for procurement for reconstruction, we will have an opportunity to involve Ukrainian business in these procurements to the fullest extent possible and develop the local economy,” said Nadiya Bihun, Deputy Minister of Economy of Ukraine.
As reported by ICEG before, in December 2022 the World Bank recommended Prozorro for all recovery related procurements, and provided recommendations for its adaptation.
For reference: In 2023, Prozorro is celebrating its seventh anniversary. It total, it has hosted almost 2 million competitive bids involving some 150,000 entrepreneurs.
