Recovery and “fear of signature:” new analytical article on decentralization.ua

January 21, 2026

Decentralization.ua portal has published an important analytical material called “Who will be liable for the billions: about recovery, fear of signature, and role of the consulting engineer,” which reviews a systematic challenge the Ukrainian communities are facing in the course of construction and reconstruction project implementation.

The author uses specific examples showcasing how lack of professional training, unclear distribution of roles, and absence of a procedural approach result in the situations where officials find themselves facing probable legal proceedings for signing design documentation and completion certificates. This phenomenon called the “fear of signature” by experts affects the timelines, delivery quality, and efficiency of using the funds in communities.

Simultaneously, the article stresses that modern approaches to quality and transparent project implementation provide for a distinct allocation of functions and professional support of the client at all key stages, from preparation to work completion. This is the context where the role of the consulting engineer is mentioned as a professional that helps communities avoid risks and ensure quality and predictability of decisions.

ICEG believes that such analytics contribute to the development of the professional culture, settle the issue of managerial processes, and promote comprehension of the need for a systematic approach to reconstruction of the Ukrainian territories and infrastructure.
