The Cabinet of Ministers of Ukraine has approved allocation of UAH 987.1 million in subvention from the state budget for the implementation of recovery projects under the Ukraine Recovery Program 2026. The funds are provided under the Financial Agreement between Ukraine and the European Investment Bank (EIB), totaling to EUR 340 m of credit resources.
The funding is provided to 71 territorial communities, 31 of which are in frontline regions. The projects focus on the restoration and strengthening of critical and social infrastructure, including:
In the current fiscal year, funding is envisaged for 139 projects approved by the European Investment Bank in accordance with the procedures of the Financial Agreement. Some projects are under way, while others are completed.
The scale and structure of this subvention indicate a shift from individual decisions to a coherent approach to reconstruction. At the same time, the expansion of funding increases the communities’ responsibility for the quality of project preparation, management of their implementation, and ensuring transparency of processes.
