Sweden is providing additional EUR 65 million for the implementation of sustainable waste management projects in Ukraine within the framework of the NEFCO Green Recovery Programme. The funding is targeted at supporting the post-war reconstruction, infrastructure development, and introduction of modern approaches to handling construction waste that occurred as a result of large-scale destruction.
The program’s priority is the modernization of waste management systems, preparation of feasibility studies, launch of investment construction projects, and application of European standards during the design and implementation of reconstruction projects. Particular attention is given to communities that have suffered the greatest destruction and to building their capacity to manage complex infrastructure projects.
NEFCO is already implementing more than 60 green recovery projects in Ukraine, including a pilot construction waste management project in Irpin, Kyiv region, where more than 900 buildings were destroyed by the full-scale war. At the same time, projects are underway to reconstruct and develop heating, water supply, and wastewater systems, which are critically important for the recovery of settlements.
The program’s measures envisage a comprehensive approach, from inventorying and assessing the damaged infrastructure to imnroducing innovative solutions for the reuse and recycling of construction materials. This approach directly impacts the quality, cost, and sustainability of construction processes and enables long-term efficiency of facilities to be embedded already at the planning stage.
The Interstate Consultants Engineers Guild is convinced that reconstruction is not just about the amounts of funding or speed of erecting the buoldings. It is about decisions made even before the first cube of concrete is poured, about control at every stage, and responsibility for the outcome through years of operation. That is why systematic management of construction projects, work with construction waste, and involvement of the consulting engineer are becoming not an additional option, but a basic condition for the high-quality and sustainable reconstruction of Ukraine.
