From January 1, 2026, Ukraine is implementing complete requirements of Regulation 305 regarding the quality of construction products. This means that all building products on the market need to have declarations of conformity that meet uniform European standards.

In parallel, the state is forming a single state electronic system in construction sector, which is to consolidate manufacturers of building materials, contracting authorities, and oversight agencies in one digital environment.

All participants of the process, from material manufacturer to project client, will be working in the integrated system. It is synchronized with Prozorro system, tax and customs databases, and open marketplaces.

Such an approach will enable the state to obtain information from all sources and the clients to work with protected and verified data, including those regarding the cost of materials.

The new system is creating a single source to monitor the price indexes and ensuring a balance of interests between the state, businesses, and international partners, which is a critical condition for Ukraine to fulfill its European commitments concerning the construction products quality control. This is what Nataliia Kozlovska, Deputy Minister of Development of Communities and Territories of Ukraine, reported at the meeting of leaders, members, and partners of the Interstate Consultants Engineers Guild.
