The first group of Ukrainian communities has begun cooperation with the EU4Reconstruction international initiative, aimed at preparing investment projects and implementing modern approaches to the public investment management.
20 communities have been selected for the program. Over the next two years, they will be working on developing design documentation, strategic area development planning, and implementing the approaches aligned with EU standards.
The initiative focuses on strengthening the communities’ capacity in reconstruction and development. The participants will receive comprehensive support, including training, strategy development, and preparation of quality investment projects.
The project aims to create a system where decisions at the community level are based on strategic planning, and investments are based on clearly defined goals and measurable results.
The project combines short-term recovery needs with long-term area development planning. This approach envisages harmonization of local decisions with national priorities and European standards.
Special attention is given to communities with different levels of capacity, including frontline territories, which underscores the need for comprehensive solutions in the reconstruction process.
Position of ICEG
For communities, the key challenge is not only access to financing, but also the ability to prepare high-quality investment projects.
This involves the full project cycle — from the elaboration of terms of reference and design solutions to cost management, contract delivery, and quality control of completed works.
It is this systematic preparation that will determine how effectively communities can use the available resources and implement reconstruction projects in line with European approaches.
Kickstarting the cooperation under the EU4Reconstruction initiative signals a transition to a model in which reconstruction is based on well-prepared projects, rather than on needs.
In such conditions, the quality of planning, design, and management becomes the key factor determining the outcome of investment implementation at the community level.
