The Expert Task Force has had a meeting dedicated to initiating, preparing, and implementing projects jointly with the European Investment Bank within the Ukraine Early Recovery Programme, Ukraine Recovery Programme, and Ukraine Recovery III Framework Loan.

Tranche B covers delivery of 114 projects aimed at restoration of social and utility infrastructure in communities.

Priority – basic services and security in communities

Facilities in Kirovohrad, Kyiv, Ivano-Frankivsk, and Cherkasy regions are recommended for funding. The projects include:

• reconstruction and construction of shelters in educational facilities;
• modernization of water supply and sewerage systems;
• reconstruction of healthcare facilities;
• upgrade of utilities;
• construction of boiler houses and thermal energy facilities.

In previous meetings, they recommended funding for 76 projects in frontline areas and 12 projects in Zhytomyr and Vinnytsia regions.

Funding is provided from the state budget through the EIB loan.

Implementation of over 100 projects across Ukraine forms a whole new level of load on the recovery administration system.

Oleksandr Nepomnyashchyy, President of the Interstate Consultants Engineers Guild, notes that such programs’ effectiveness is characterized not only by the amount of funding provided, but also preparation quality, structured contract models, and professional risk management.

Large-scale infrastructure programs require involving a consulting engineer as an economic operator that carries out consulting engineering support under a contract with the client and is responsible for:

• technical coordination;
• timeline and budget monitoring;
• risk management;
• work quality assurance.

Comprehensive and standardized approaches and professional support are fundamental conditions for IFI’s investment to transform in durable resilience of communities.

Project selection is ongoing, which demonstrates a dynamic process and need to strengthen the managerial capacity at all levels of implementation.
