Implementation of the project Public Investment Monitoring has begun Ukraine, which is aimed at strengthening public oversight of the use of funds for the restoration and development of infrastructure, as well as increasing the openness of investment project data.
The initiative continues the Recovery Spending Watchdog project and seeks to make the information about investment projects more understandable and accessible to citizens, state institutions, and international partners.
New tools for investment transparency
The Big Recovery Portal remains the main digital tool of the project, where data on reconstruction investment projects is systematized and analyzed. This involves processing a large number of parameters of investment programs, which are transformed into comprehensible information for citizens, analysts, and international donors.
The development of such tools enables to create a more open system for tracking the implementation of infrastructure projects and use of public resources.
Three sectors of the project’s activities
The project envisages several areas of activities.
The first is analytical monitoring, which includes systematic tracking of the implementation of public investment management reform at the national and local levels.
The second is the development of digital transparency tools, including creation of public dashboards, tools for international partners, and a system for tracking appeals and complaints regarding the implementation of investment projects.
The third area is strengthening community capacity, which involves training for representatives of local self-government and support for regional civil society organizations that will carry out on-site monitoring of reconstruction.
Joint Initiative of the public sector and international partners
The project is implemented with the financial support from the European Union by a consortium of organizations including the Centre for Economic Strategy, the Institute for Economic Research and Policy Consulting, and the civil society organization Technologies of Progress. All of them are members of the RISE Ukraine coalition.
ICEG’s viewpoint: transparency and project quality must work together
ICEG notes that as the amount of investment in reconstruction grows, the issue of process transparency becomes as important as the funding itself. Open data tools and public monitoring help make the implementation of infrastructure projects more understandable to the society and international partners.
At the same time, the outcome of reconstruction is determined not only by the level of information openness but also by how well the projects are prepared and organized. It is the combination of transparent procedures, professional preparation of infrastructure solutions, and proper coordination of their implementation that allows public investment to be turned into real deliverables for communities.
