On October 14, 2022, a professional standard for Road Safety Auditor with profession code 2419.2 was entered into the Register of Qualifications. Professional activities of this expert are basically aimed at the organization and support of conducting the road and road infrastructure facilities safety audit at all stages of design documents development up to their verification and after the commissioning.
Introducing professional standards as well as the road safety audits demonstrates Eurointegration trends in the process of reforming the national legislation.
As a reminder, a professional standard is requirements for competencies of workers, which are approved following an established procedure and serve as a basis for the formation of professional qualifications.
Subject to Article 42 of the Labor Code of Ukraine, professional standards outline the requirements for competencies, responsibilities, and qualifications of workers. In the absence of professional standards, such requirements can be determined by qualification characteristics of workers’ professions.
Professional standards are applied to manage the human resources, select and complete the staff, determine the role profiles, set the working norms and remuneration fees, outline categories of positions and professions, etc. The are also used in the educational field to:
- develop the educational programs/standards and training and methodic materials for all forms and types of education;
- develop the standards for evaluation of the learning outcome, conferring professional qualification on the students, evaluate the compliance of the workers’ professional qualifications obtained by the educational facilities alumni;
- hold the procedures of confirming the results of informal vocational training;
- form the unified criteria for competency evaluation of professional qualification seekers irrespective of the ways they obtain them, etc.
