Conference in Luxembourg gathers over 200 European architects and engineers

A joint conference Architects + Engineers: Partnership for Resilient Design has become a landmark event in the field of planning and development of living environment. The event was co-organized by the European Federation of Engineering Consultancy Associations, says EFCA newsletter.

The conference gathered key stakeholders of the sector to explore the challenges faced while advancing resilience, assuring quality, and introducing innovations in construction. They reviewed relevant problems in construction and design sectors including climate change impact and digitalization, as well as such new risks as cyber threats.

The event resulted in the presentation of the Luxembourg Declaration — a joint statement calling on the European Commission to fundamentally revise the EU Public Procurement Directive. The Declaration outlines four key pillars:

  • strengthen the internal market with overarching public procurement rules beyond lowest price;
  • better recognition of the specific nature of intellectual services;
  • ensure quality and innovation oriented procurement procedures;
  • improve access to procurement for SMEs and new entrants.

Let us reiterate that the problem of recognizing the specifics of procurements with intellectual components also needs to be addressed in Ukraine.
