As estimated by the project Made in Ukraine, one hectare of industrial parks provides up to 50 jobs, and every hryvnia of state investments yields 5-6 hryvnias of private investments. To promote this facility, a program of state encouragement of industrial park creation has been launched. The state co-finances construction of engineering and transport networks and also makes up partially for connection to electricity.

The consulting engineer is a key player in the projects that can receive support from the state. According to the Procedure approved by Decree No. 644 of 04.06.2024 of the Cabinet of Ministers, in addition to the project implementation work contract, the applicant also makes an engineering consultancy service agreement. Funds for the work completed and/or services provided are paid on the basis of certificates signed by the consulting engineer.

Taking into account an important role the consulting engineer plays in delivering the program of state stimulation of industrial part establishment, the Ministry of Economy has approached the relevant ministry for clarifications about the qualification certificate category meeting the set requirements and functions of the consulting engineer (click here for more).

Based on the construction facilities’ consequence (responsibility) classes defined in Article 32 of the Law of Ukraine “On regulation of urban-planning activities,” considering provisions of Appendix 4 to the Procedure of keeping the “Single state electronic system in the field of construction,” approved by the Government’s Decree No. 681 of 23.06.2021, as well as the four-level qualification categorization under the   professional standard ”Consulting Engineer (construction)” approved by Order No. 108-22 of 13.01.2022 by the Ministry of Economy, the Ministry for Development of Communities and Territories of Ukraine has informed that the legislation stipulates a clear correlation between the qualification category of specialists that must have a respective certificate and the consequence (responsibility) classes of facilities.

“Thus, certified consulting engineers can render services for facilities with the consequence class envisages for the same or lower category of experts, namely, major consequences CC3 – lead consulting engineer (construction) only, medium consequences CC2 – lead consulting engineer (construction) or category I consulting engineer (construction), and minor consequences CC1 – lead consulting engineer (construction), or category I consulting engineer (construction), or category II consulting engineer (construction). Basic category consulting engineer (construction) can only provide services if supervised by a certified consulting engineer (construction) of a higher qualification category,” letter of the Ministry for Development says.

It is emphasized that certified specialists acquire the rights to do the corresponding types of work since the day their qualification certificate information is entered in the “Single state electronic system in the field of construction.”

It is worth noting that the consulting engineer is fully responsible for fulfilling the functions outlined in the Procedure approved by Decree No. 644 of 04.06.2024 of the Cabinet of Ministers and in engineering consulting service agreements. Certificates of completed works (services) signed by the consulting engineer are a mandatory basis for the authorized bank to transfer the funds from the escrow account to the account of contractor (prime contractor).

As a reference: the up-to-date register of industrial parks is published on the website of the Ministry of Economy. It currently lists 97 industrial parks, including 37 made in 2024-2025.

The Ministry of Economy has recently updated the catalog of industrial parks which can help companies find partners or a place with developed infrastructure where production facilities can be places, and also attract new investments.
