Further steps of IT achievements in construction

The Ministry for the Development of Communities and Territories of Ukraine held a public discussion of the draft law concept related to financing of information technologies development in the field of construction. The discussion was moderated by Deputy Minister Nataliia Kozlovska and attended by representatives of the professional community, public authorities, and non-governmental organizations. The draft law focuses on ensuring a steady development of key digital tools in the sector, namely the Single State Electronic System in Construction, Register of Addresses, Register of Buildings and Works, Register of Urban-Planning Documentation, etc. These systems make sectoral processes clear and fast, yet they need guaranteed funding.

Before that, the Ministry’s team met with representatives of the British Embassy to discuss introduction of digital technologies of information modelling in construction (BIM technologies).

Development of BIM technologies and digital construction is one of pivotal pillars of the international program Fundamentals of Infrastructure Recovery (FIRE) implemented under the auspices of the UK. The program also covers establishing a digital construction office as part of the Restoration Agency and developing the instruments for quality preparation and support of infrastructure projects.

ICEG President Oleksandr Nepomnyashchyy noted that using BIM technologies is an irreversible way of construction development that ensures risk mitigation and reduction of financial losses due to the project information available in a structured form and possibility to use it repeatedly and jointly, and control is maintained throughout the assets lifecycle.

“ICEG pays a lot of attention to this instrument, i.e. we have reviewed the concept of implementing BIM technologies in Ukraine that was approved by the Government and translated and published on our website the EFCA information booklet on using ISO 19650 standard with BIM. Today, many harmonized standards are valid in Ukraine that regulate the use of BIM technologies. To my mind, the issue of training and conformity assessment of the experts’ qualification in this domain is becoming especially relevant,” Dr. Nepomnyashchyy commented.
