On March 13, 2022, the Ukrainian Government passed Decree No. 303 of the Cabinet of Ministers of Ukraine “On suspending the state oversight (control) measures during the martial law” that stopped the implementation of scheduled and unscheduled state oversight (control) measures for the period of martial law introduced on February 24, 2022 by Presidential Order No. 64 “On imposing the martial law in Ukraine” except for a hazard having a negative impact on the rights, legitimate interests, human life and health, protection of the environment, security of the state, and fulfillment of Ukraine’s international commitments based on decision of central executive authorities that ensure formation of the state policy in respective areas.

Since the beginning of 2025, the Ministry of Communities and Territories Development of Ukraine has passed 10 orders on the coordination of holding unscheduled measures of governmental architectural and construction oversight which stipulate that following the established procedure, state agencies of architectural and construction oversight in various regions of Ukraine have to ensure conduction of unscheduled measures of state architectural and construction oversight of compliance with the legislative requirements in the field of urban planning and building norms and ruled on construction sites.
