Relevant OHS issues

In the course of training and working on the construction site, occupational health and safety coordinators have questions concerning regulatory basis in this field, in particular, requirements for the contents of training programs, time frames and forms of training, representatives of the State Labor Service of Ukraine taking part in knowledge verification, formalization of results, etc.

“General OHS requirements” – what is this regulation under which representatives of the State Labor Service demand conducting the OHS training and knowledge verification in all employees?

Do the leadership and employees have to undergo a repeated training and knowledge verification in case of transfer from one company (organization) to the other if the working conditions remain the same?

Why do training centers refuse to provide training to natural persons who are self-employed and working on the construction site under an independent contractor agreement made with the client or contractor?

The Interstate Consultants Engineers Guild has addressed these and other questions to the Labor Service, a central executive authority that implements the governmental OHS policy, oversees and monitors compliance with the labor legislation.

A summarized information considering the response from the above authority is covered in an article by Volodymyr Pukas, head of ICEG division “OHS coordinators (construction),” published in Issue 6/2024 of Occupational Safety and Health journal, a long-term partner of ICEG.
