Ukraine and ICEG Again among First Items on EFCA Agenda

On September 19, 2022, the European Federation of Engineering Consultancy Associations held the European External Action Committee meeting, where over 20 attendees among other matters were actively involved into the discussion of the present situation in Ukraine and the ways to help our country.

Inés Ferguson, the meeting Chair and EFCA President-Elect, expressed the Federation’s interest in prospective recovery processes in Ukraine and has proposed to set up a dedicated task force, under the lead of the European External Action Committee. In this regard, EFCA may sign a MoU with ICEG, the Ukrainian member association, establish contacts with the Mission of Ukraine to the EU and undertake action with other federations.

The EIB set up the new EU-Ukraine Gateway Trust Fund as an additional instrument to support urgent and long-term investments in the critical infrastructure recovery, Ukraine’s reconstruction, in line with the EU’s green and digital transition standards, and to help Ukraine’s accession pathway to EU membership.

Sue Arundale, EFCA Director General, underlined that EFCA should be a leading player in the support to reconstruction and recovery efforts in the context of Ukraine’s future accession to the EU and the need to apply European and international climate action and environmental sustainability standards. The Director General has developed a discussion paper on EFCA support for Ukraine for comments from the Chair and EFCA President Benoît Clocheret. Among other things, the paper is outlining EFCA’s role and key messages, and suggestions on how to step up the federation’s engagement with the European institutions. Mrs. Arundale reported about the EU’s €5 billion macro-financial loanmarston bailiffs and the Rapid Damage and Needs Assessment (RDNA) that are published jointly by the World Bank, the Government of Ukraine and the European Commission, the meeting with Martin Mühleck (Support Group Ukraine (SGUA) at European Commission) and the invitation to join the FIEC-EIC ‘Ukraine’ Task Force as observer.

EFCA will develop a survey on potential training and employment opportunities for legally displaced consulting engineers from Ukraine.
